Aug. 2006	環境省・近畿地方環境事務所	プレゼン資料 ppt pdf	連邦制度の下での国と地方の政策作りのあり方とバランス・環境政策の事例研究	連邦制の下での環境政策における政策策定の過程などをテーマにして、話題になっている”道州制”の下で、環境政策が変わるのか、結論として、日本での環境政策は今も連邦制の下での定過程に近いものがある	やはり、アメリカの連邦制の下での環境政策で最近カリフォニア州が温暖化政策に積極的に取組んだり、京都議定書を批准しなかった連邦政府を先立ったこともニュースになっているが、政策の動向まで州が権限を活かしてがんばっているのは、道州制になった場合もありえるだろうか。

The U.S. drafted its first SDR rules in 2001, and since has continued efforts to resolve potential regulatory concerns and facilitate the benefits of the technology. At the same time, Japan has had a very rich experience in the lab with SDR, with significant achievements on many engineering topics. However, the regulatory state of SDR in Japan has not kept pace with the United States. Likewise cognitive radio, while a topic of inquiry, betrays a different focus. The paper explores why the paths for these technologies have diverged in the U.S. and Japan.

Sep. 2006	SDR Forum Technical Conference	Accepted Paper (Withdrawn, Not presented) Doc HTML	U.S. and Japanese Approaches to SDR and Cognitive Radio: Legal and Cultural factors Expressed in Certification and Technical rules	ABSTRACT: Software Defined Radio (SDR), Cognitive Radio, and related technologies (Smart Radio) are exciting engineering advances but also important regulatory topics. Both the U.S. and Japan have wrestled with potential interference concerns regarding device conformity in reviewing SDR “certification” rules, and explored the potential of Cognitive Radio to achieve spectrum management goals. Nonetheless, how spectrum management goals are expressed in regulatory policy does vary. Where the U.S. has a growing list of SDR devices available to the U.S. consumer and significant licensed and unlicensed spectrum policy debates incorporating considerations of Cognitive Radio, considerations in Japan have proceeded at a different pace. This paper discusses the cultural and legal issues behind this policy divergence. In particular, the paper suggests that differences in legal authority to regulate radio equipment conformity with technical rules have influenced the pace of policy development on SDR and Cognitive Radio. The paper concludes that despite the differences, U.S. and Japanese policies may simply be proceeding at a different pace, but in the same direction.

Sep. 2006	Mike Mansfield Fellowship Program	Report Doc HTML	Mike Mansfield Fellowship Program Final Report of James J. Miller Federal Communications Commission Mansfield Fellowship Program #10 September 2004 - September 2006	In June 2004, I had the distinct honor of being selected as a Mansfield Fellow, and joined the 10^th class of Mansfield Fellowship Program participants on the Congressionally funded fellowship program honoring U.S. Senator and Ambassador Mike Mansfield. I left my job as an attorney advisor at the Federal Communications Commission (FCC) and from September 2004 to September 2006 dedicated myself to the program’s goal of developing professional expertise in Japan law and policy-making. The fellowship deeply enriched my understanding of not only the Japanese government and its law, but also the U.S. Through daily interactions and duties in the Japanese workplace, I developed invaluable insights on the Japanese judicial, legislative, and regulatory process. In particular, I refined my understanding of policy approaches to promote innovation, focusing on communications and the internet, and the role of markets in public policy, focusing on regulatory and administrative legal reform and the public and private law of corporate mergers. In this report I describe my experience and policy lessons learned. I introduce the fellowship program and my fellowship placement proposals, the Washington D.C. Training component, and discuss the placement experiences and several significant comparative issues in U.S. Japan information policy, and regulatory reform.
