James Miller is a specialist in technology and law, with unique experience and skills in U.S.-Japan public policy and business. James is an attorney with a U.S. federal regulatory agency, a 2004-2006 Mansfield Fellow, a past JET Coordinator for International Relations (CIR) Rotary Youth Exchange Fellow, and Eagle Scout. He writes and does frequent public speaking in Japanese and English for bureacrats, "bengoshi" lawyers, and engineers alike. Many of his writings and media are available on his blog or here.

James' work and personal interests have consistently involved complex technical, legal and policy issues. He graduated from the University of Kansas 30 minutes from his childhood home, with an Economics and East-Asian Studies degree but was a declared physics and computer science major during the majority of his undergrad. His interest in software development and Unix administration were a good mix of his interests in language and culture and hard science. In the early 90's he provided some of the first websites in Japanese and English on working, studying, and living in Japan and continues to link people with information about the U.S. and Japan. Before either Japan's cell phone utopia or tragic Kansai Earthquake Disaster, James provided materials in Japanese and English on the use of Internet technology in local government and international exchange affairs and localization and multilingual computing.

Of late, his technical interests focus on the application of software techniques to solve legal and regulatory problems. He has written and presented broadly on the topics of Software-Defined Radio (SDR), Cognitive Radio, and other innovative "smart" technologies used to make more efficient use of wireless spectrum. Spectrum Reform draws heavily on economic theory, and James is very interested in market-oriented approaches to regulation and topics of merger law, auctions, and "secondary markets."

With experience working both in Japanese prefectural government and the national central ministries, courts and the Diet, James has a unique understanding of how Japan government and business work. The bulk of recent presentations and writings are in Japanese, but see his working drafts of upcoming articles and papers on comparative administrative law, regulatory reform, and federalism.

NihonLinks Consulting began began as vehicle for James and colleagues to deliver software development and consulting services. Legacy content is maintained but will be moved to the new forums in the future.
